Add Water

I've see a couple of community levels with water and a paint gun. How can i add these to my own level?
They're from add-on packs you can buy @ the Playstation Store.
For water you would need to buy the Pirates of the Caribbean add-on pack.. For pain guns it would be the Metal Gear add-on.
