What do the big red R stickers on cars mean?

I've seen cars with a big red R on the side or on the trunk lid, the cars themselves vary from domestic to imported. These are not "Type-R" or "RS" stickers from the manufacturer, just a big red R. The size of the sticker is slightly bigger than the hand of an average adult male. What does it mean? Thanks for your answers in advance.

Restricted, They can only do a certain MPH, And usually are people who have just gotten their truck licence etc.
